I enclose a draft of the telegram which

we propose to send to Craigie authorising him

to accept the settlement of the Hong Kong

bombing incident on the lines indicated in his

telegrams Nos. 173, 174, 175 and 176, copies of

which I enclose herein for convenience of

reference, together with copies of his telegram

No. 171 and Blunt's telegram to the Governor

of Hong Kong No. 41.

We shall be very grateful if you will let

us know at the earliest possible moment whether

you concur in the terms of this draft.
